feat(monitoring): add per-channel unique server recording rules
...
base marker and derived 24h unique count by release channel, backing
the new servers-by-channel dashboard panel. series begin when the
worker starts emitting the channel tag; replay configmap kept in sync
per the runbook (configmap-only change does not re-trigger the job)
