Zack e70306be37 feat(ci): wire strategy-2 sidecar lifecycle through CI
makes the strategy-2 stable-ID work observable end-to-end:

- pass --prev-output $WORKDIR/old-output when previous build present.
  IdAllocator reads it; first-build / missing-prev-dir is a clean no-op
  (allocator falls through to fresh sequential idx, output identical to
  today).
- rename sidecars from *.osm_ids.bin to *.osm_ids so they don't match
  the workflow's existing "*.bin" exclude/find patterns. cleaner than
  threading an exception through every glob.
- exclude *.osm_ids from the user-facing Tigris upload (--exclude
  passed to s5cmd cp). they remain in the build cache so the next
  build can read them, but clients never download them.
- skip *.osm_ids in the patch verify loop (sidecars aren't in the
  patch and the patcher doesn't write them; a fresh build always
  emits the current state).
- compress step also excludes *.osm_ids — they stay raw alongside the
  uncompressed working data, since they're cache-internal and the
  next build mmap-reads them directly.

no build_version bump: the user-facing record files (street_ways.bin,
admin_polygons.bin, etc.) keep the same byte layout. sidecars are
strictly additional files in the build cache. on the first build
after this lands, no sidecars exist in cache → allocator falls
through → output bytes identical to today. subsequent builds read
the sidecars and stabilize IDs.
