- Add missing TF_VAR_migrations_dir required by version worker
- Create dummy dist files so terraform can evaluate filesha256
during destroy without needing build artifacts
- Update action versions and add persist-credentials: false
- Rename workflow from "Docs destroy" to "Destroy PR environment"
