Devin Buhl e5fe2cf526 feat(talos): worker sysctls matching futo-internal-platform (#327) 
BBR with fq pacing for the public Envoy edge, 16 MiB socket buffer
ceilings for NetBird's WireGuard UDP, and a user namespace budget so
pods with hostUsers: false can start. machine.sysctls applies live
without a reboot.
