Zack Pollard 5a144405cf feat(docs): end-user documentation site at docs.futo.cloud (#623) 
packages/docs is a SvelteKit site where every page is a +page.md compiled
by @immich/svelte-markdown-preprocess into @immich/ui components, deployed
to Cloudflare Pages the way static-pages deploys the immich.app sites
(tf/pages/docs; main -> docs.futo.cloud, every PR gets a preview).

The content is written for beta users: joining the beta, setting up in
Immich or the standalone container, the recovery key, backups, schedules,
restores, the account dashboard, troubleshooting and support. Internal and
developer documentation stays in docs/ and the per-directory READMEs.

* fix(o11y): dedup the netops o11y leg at 20s

netops' vmagent fans out to two stores with different resolutions. The
local single is the high-granularity tier and #659 just pinned its dedup
floor to 5s so sflow keeps its native resolution. o11y is the long-term
tier and deduplicates at 20s on read, so of the ~31.7k samples/sec this
agent scrapes, everything on a 10s scrape loses half and sflow loses
three quarters the moment it arrives there. Those samples cost mesh
bandwidth, vminsert CPU and two replicated copies on disk before the
store discards them.

-remoteWrite.streamAggr.dedupInterval is a per-URL array, one entry per
-remoteWrite.url in order, and an empty entry takes the default of 0s.
Setting only the second entry leaves the local tier untouched at 5s and
puts the o11y leg on the same 20s floor the store reads at, so nothing
queryable is lost on either side.

Pairs with immich-app/yucca-o11y#329, which sets the matching 20s on
o11y's vmstorage so the duplicates that still arrive stop being kept.
